The Office of Community Development
They provide financial and technical assistance to local governments and nonprofit organizations for project activities that benefit low- and moderate-income citizens and enhance the competitive assets of the state. The housing programs that the Office of Community Development administers helps to conserve and expand the affordable housing stock; address the issue of homelessness in Ohio; and provide short-term, emergency assistance and other public services for low-income Ohioans.
Community Housing Improvement Program
The Community Housing Impact and Preservation Program (CHIP) provides funding for a flexible, community-wide approach to improve and provide affordable housing for low- and moderate-income people, and strengthen neighborhoods through community collaboration. The program goals are achieved through project activities such as private owner rehabilitation; rental rehabilitation; homeownership; home repair; new housing construction through Habitat for Humanity; homelessness prevention, and tenant-based rental assistance.
Housing Assistance Grant Program (HAGP)
The Housing Assistance Grant Program promotes affordable housing opportunities and improves housing conditions through emergency home repair and limited down payment assistance for low- and moderate-income citizens. Grant funds are provided through the Ohio Housing Trust Fund. Eligible applicants include

The Ohio Housing Finance Agency administers the Housing Development Assistance Program to provide financing for eligible housing developments to expand the supply of decent, safe, affordable housing for very low- to moderate-income persons and households in the state of Ohio.
Community Housing Development Organization Competitive Operating Grant Program
Community Housing Development Organization (CHDO) Competitive Operating Grant Program provides operating support to organizations to continue affordable housing development. The Ohio Housing Finance Agency administers the CHDO, which is funded through the HOME Program.
